Substances must not be transported under this entry unless approved by the Associate Administrator on the basis of the results of appropriate tests according to Part I of the UN Manual of Tests and Criteria (IBR, see § 171.7 of this subchapter). The material must be packaged so that the percentage of diluent does not fall below that stated in the approval at any time during transportation.
