Special Provision: 109

Rocket motors must be nonpropulsive in transportation unless approved in accordance with § 173.56 of this subchapter. A rocket motor to be considered “nonpropulsive” must be capable of unrestrained burning and must not appreciably move in any direction when ignited by any means.
